One workaround I have is to change the Format under Region and Language to another language e.g. English (Canada) and then change it back again to what it should be, for example English (United Kingdom) and that seems to fix this Windows 7 issue.
This is a Windows 7 Bug. The Windows 7 API will return 'mm/dd/yyyy' into Buffer, unless you have reselected United Kingdom in the Windows Regional settings and saved for a second time. Other applications read format from registry, Comparator Fast uses Windows API Call to get “real” Windows Formats.
